Sequenced by payback, not by invoice
Air sealing and attic depth almost always come first, because they cost the least and return the most. Walls come next. Crawl spaces and rim joists follow. The written assessment should say where the curve flattens, and you are free to stop there.
The whole envelope
Attic floor or roof deck, exterior walls, rim joist, crawl space or basement walls, cantilevered floors, garage ceilings under living space, and the attic access. Missing any one of them leaves a thermal bypass that limits everything else.

Do I have to do the whole house at once?
No. The work is sequenced by payback and you decide how far down the list to go. Most homeowners start with air sealing and the attic.
How much can whole home insulation save me?

Are both older homes and new construction covered?
Yes. Older homes usually mean injection foam and attic work. New construction is typically spray foam and batts to spec while the framing is still open.
